This statement of Lord Knutsford's view is not
very clear,
but the difference between India and the Straits on the one side;
and Hongkong on the other is this,
that in India and the Straits a Roman Catholic or an Anglican, Presbyterian may, if he thinks fit, be married without the assistance or interference of the Registrar at all. Under the Indian Marriage Act (in force in the Straits) Churches give their own notices, make their own enquiries, keep their own Registers, and grant their own special licences, and have nothing to do with the Registrar except to report quarterly. It is only if one does not want to be married in his Church, or belongs to unrecognised Churches or specially elects civil marriage that he proceeds under the Marriage Registrar's Ordinance of 1880. In Hongkong every one who wants to be married must get the Registrar's licence. In India and the Straits Settlements no member of the Episcopal Church need trouble the Registrar if he has any
